SUMMARY
Some icons lighten while the mouse cursor hovers them, but some are not. In the Breeze light theme, both the task-manager/taskbar and the system tray icons lighten when the mouse hovers them; In the Breeze dark theme, only the task manager icons lighten, while the others do not have any hover animation.
Additionally, some system tray icons and widget icons in the Breeze light theme do not lighten when the cursor hovers them, although they should have this hover animation already.

STEPS TO REPRODUCE
Compare between the attached video files.

OBSERVED RESULT
All icons should have hover animation in both light and dark themes.

EXPECTED RESULT
1. Hover all the panel icons using the Breeze light/dark theme.
2. Switch to the Breeze dark/light theme, and hover all the panel icons again.

ADDITIONAL INFORMATION
An idea for the hover animation of the Breeze dark theme: Darkening the icons instead of lightening them.

It's known that the Battery applet doesn't react to hover; that's Bug 416310.

The issues specific to any other applets would need to be tracked with separate bug reports.

I can reproduce the hover lightening effect not working with the Breeze Dark color scheme. Let's use this bug report to track that
