I recorded this video in Plasma 5.23.0 and forgot to report the issue, But this issue still exists in Plasma 5.23.5

This is the intentional design of the Kirigami.OverlaySheet component, which is being used to display reviews here.

Whether this is a good design is perhaps more debateable though. :)
