STEPS TO REPRODUCE
1. Create any panel on the top of the screen
2. Arrange icon on the desktop
3. Restart the session and after that icon will rearrange and resort on the desktop

OBSERVED RESULT

Needs to arrange icon again for comfortable use

EXPECTED RESULT

Icons will stay at the same place

if you change the wallpaper, also the wallpaper is resetted to the default one?

Also are your icons aligned in columns (rather than rows) to the right (rather than the left)?

There are alignes in rows and columns (i can't predict the behaviou), but always to the right
