STEPS TO REPRODUCE
1.  Open Okular and a document
2.  Select the preview tab
3. Restart Okular

OBSERVED RESULT
Okular is opened but w/o any document opened yet. The preview tab is focused.

STEPS TO REPRODUCE
4. Reopen the document

OBSERVED RESULT
The document is opened but the content tab is now focused.

EXPECTED RESULT
The document is opened and the preview tab stays focused.
