SUMMARY

The dialog window informing of an ongoing file transfer does not keep above the main window and disappears behind it when the main window is activated.

STEPS TO REPRODUCE
1. Start a file transfer in Dolphin.
2. Move the dialog window into the area of the main window.
3. Activate the main window.

OBSERVED RESULT
The file transfer dialog disappears behind the now raised main window.

EXPECTED RESULT
The file transfer dialog stays above the focused main window.

ADDITIONAL INFORMATION
I'm not actually sure this is a bug and something that occurred only recently, but I can't remember having perceived this as a problem until a few weeks ago.  The behavior described above is especially impractical with raise on hover enabled, since it is almost impossible to move the mouse into the small dialog window fast enough without activating the main window on the way and thereby making the dialog disappear again, so that the only way to reach the dialog window with the cursor is to minimize or move other windows first. I think that the expected behavior would be to have the dialog keep on top of the parent window and be visible when the main window is in focus, and only be coverable by unrelated windows.

Seen in the screencast: 
1. The file transfer dialog opens behind the main window and is not visible at first
2. The dialog is manually raised by activating it in the task switcher
3. The cursor is moved into the main window, the main window gets raised and the dialog window disappears behind the main window again
