The "your battery is configured to only charge to n%" is shown on all batteries, even mice.

STEPS TO REPRODUCE
1. Have a wireless mouse on your laptop
2. Configure your battery to only charge to certain percent
3. Look at battery monitor

OBSERVED RESULT
"Your battery is configured only to charge to n%" is shown on the mouse, too

EXPECTED RESULT
It is only shown on the internal battery

Note that in my case, the battery threshold does NOT show up on devices such as my mouse or my headphones. But it does show up for the battery of my UPS, per the bug report that was just marked as duplicate of this one.
