SUMMARY
Scrolling in dicover's 'updates' page is inconsistent and jumps around

STEPS TO REPRODUCE
1. Open discover's update page 
2. expand one of the update lists
3. scroll

OBSERVED RESULT
Scrolling in dicover's 'updates' page is inconsistent and jumps around if using the scroll bar, with scroll wheel it is able to scroll but the visual scroll bar again changes size inconsistently.

EXPECTED RESULT
No glitch with scrolling and consistent scroll bar size.

This is fixed in Plasma 5.27 by redoing this UI paradigm so that the bug can't occur anymore.
