Since I updated to Plasma 5.23.5, the Blur effect is missing.

I just checked, the effect deactivated itself in the KCM module. I re-enabled it and it works now. But I'm sure it wasn't me who disabled it.

Probably not, there's error handling for when we detect broken drivers. We don't re-enable automatically
