STEPS TO REPRODUCE
1. Set your monitor to 165hz (didn't test the other refresh rates)
2. Place your desktop icons to your liking
3. Log off and log in again/Restart

OBSERVED RESULT

At the first login the icons seems normal, but the icons "restart" and reset their places

EXPECTED RESULT

The user desktop configuration will stay the same

Do you have multiple screens, or just one?

In the settings, are your icons arranged in rows or columns? Are they aligned to the right or the left?

I deleted the system but i can retrace it if i need to. 
I was using a single monitor with columns aligned to the left side.
