STEPS TO REPRODUCE
1.  I click Super button
2.  Chose System Language 
3. Chose Japanese layout with mozc

OBSERVED RESULT
There is no selection to chose mozc by default

EXPECTED RESULT
I should choose mozc as a default input for japanese

ADDITIONAL INFORMATION
Mozc become de-facto most widespread way to input Japanese language because user can convert the characters easily and it will be really helpful if we can use it in advance instead of install this feature externally.
