Right click on desktop and select "Configure desktop and wallpaper" settings. 3. I was able to confirm the reported issue, in a recent KDE version. I cannot reproduce anymore on Plasma 6.5 opening any system settings page; given that the panel edit mode display for widgets has been refactored since then, I think this has been fixed since then.
