Also, note that the 32bit version of the same build installs and runs properly. Also the 64bit version installs and works properly on a Microsoft Surface Book 2 running the same version of Windows 11.
Failure of the program to start as described below has been overcome by replacing the file libcrypto-10.dll which was installed by the package with a more recent 64bit designated file: libcrypto-1_1-x64.dll. While this corrects the problem on this installation, the current download distribution still contains the offending dll.
