SUMMARY
Pretty much the summary above. The titlebar becomes lighter like how it's supposed to be for inactive windows.

STEPS TO REPRODUCE
1. Change a shortcut in Shortcuts > Shortcuts using Custom Shortcut 

OBSERVED RESULT
The titlebar turns inactive. The rest of the headerbar stays active, based on color.

EXPECTED RESULT
It should not turn inactive, and it should respond to clicks inside the window to make the titlebar look like an active window's titlebar again.

Works on Wayland and is unfortunately not easily fixable on X11. Don't think this is worth fixing given the tremendous progress on the Wayland session recently, sorry.
