SUMMARY
Please watch the attached screen recording to compare the scroll bar of the Clipboard applet on dark and light backgrounds.

OBSERVED RESULT
Visibility of the scroll bar on dark background is not good

EXPECTED RESULT
Scroll bar should have better visibility on dark background

This is more or less the expected appearance at this point in time, and we already have a plethora of options if you're unhappy here (use a different wallpaper, make the panel and its widgets always opaque, change the color scheme to something else).
