SUMMARY
The "Spare layouts" function does not affect switching layout, it is as if it were always disabled.

STEPS TO REPRODUCE
1. Check "Spare layouts".

OBSERVED RESULT
Switching layout is the same as with "Spare layouts" unchecked.

EXPECTED RESULT
With "Spare layouts" active, the main layouts are cycled with the shortcut and the rest must be selected specifically.

Linux/KDE Plasma: openSUSE Leap 15.3
(available in About System)
KDE Plasma Version: 5.23.4
KDE Frameworks Version:  5.88
Qt Version: 5.12.2

It's not implemented for Wayland yet, I'm not sure what status better suits this state..

Let's keep it open then — it's a feature parity problem between X11 and Wayland.

This is the only feature preventing me to fully switch to Wayland session.
