SUMMARY

X11: global scale shows 100% for a newly created User  when SDDM and the session uses 150% 

STEPS TO REPRODUCE
1.  Set gobal scale to 150 %.   Logout/login
2.  Apply Plasma Settings in 'LoginScreen (SDDM).   Reboot -> SDDM uses 150% scale. 
3. Login and create a new user with adduser. Logout.
4. Login as new User ->  Session uses 150% scaling
5. open 'display configuration' 
OBSERVED RESULT
Global scale shows 100%

EXPECTED RESULT
Global scale shows 150% as used in Session (inherited from SDDM preconfig)
