Input:   06:00-24:00, Fr[2,-1] off
Current: 06:00-24:00, Fr[-1,2] off
Desired: 06:00-24:00; Fr[2,-1] off
(1) Off rules should be at the end.  
(2) They should overwrite preceding rules, thus semicolon, not comma.
