SUMMARY
If I am using evolution (email client), whenever I am waiting for a new email that I wrote to be sent, the icons in the icons-only task manager get blurry and then return to normal once the email is sent.

STEPS TO REPRODUCE
1. Launch evolution.
2. Click the button to write a new mail (will open a sub-window).
3. Write something and send the email.
4. While the email is being sent (sub-window remains open), look at the task manager icons.

OBSERVED RESULT
Icons look blurry, then return to normal once the email is sent (sub-window disappears).

EXPECTED RESULT
Icons should look normal.

Just noticed they also look like this while waiting for a KDE vault to open after putting the password there.

Does another window get added or something? Does the same thing happen in KMail or Thunderbird? Can you attach a screen recording that shows the issue happening?

It adds a smaller subwindow which is shown within the same evolution icon, and this subwindow gets automatically closed once the email finishes sending (this is a GTK app btw). I don't know if it happens with other email clients, but it does happen with other non-email KDE software like vaults (while waiting for the vault to open after writing the password), and with other non-KDE QT software like RStudio with its tempory subwindows.

I'm now noticing that it doesn't happen all the time, guess something else has to have happened in the session before this bug starts kicking in, but once it does, it happens for each email afterwards.

So the bug is that when the app gets a second window and its icons-only task manager entry has two windows in it, it shows a blurry icon? But only sometimes?

No, this only happens once I click the send button - before reaching that stage, it has already opened the email writing subwindow, and displays correctly up to the moment I press send, when it becomes blurry.

For KDE apps like the vault password prompt, it happens with one window only.

I guess it has to do with the window having its buttons greyed out.

That's extremely bizarre. I have no idea how those actions could possibly be related.

Does this happen when using Breeze icons?

Any chance you could attach a screen recording that shows the issue happening?

Oddly enough, it stops happening when I have the screen recorder on. No idea if it happens with breeze icons, but I doubt it's related to those as the borders around icons of launched apps also become blurry and slightly whiter than usual, not just the drawn icon.

Although, the relationship that I do see is that in all cases when this happens, the buttons and text bars in the window that causes it are grayed out, like after inputting a vault password and clicking "Ok".

By the way, while this bug is happening, the application launcher will not show up - if I press "meta", it will wait until the behavior in this bug is gone until opening the actual menu.

I haven't experienced the bug in a while. I moved to a computer with an intel graphics card so cannot tell about the same device where this was happening.

On further inspection, the bug still happens, but a bit differently: there's no visual glitch anymore, but just like before, the panel freezes for a while until the email is sent (e.g. if I click some icon, it won't switch to the clicked app immediately, will wait a while to switch, but switching with ctrl+tab is immediate), even though it doesn't look any differently while it is frozen.

What's odd is, it seems it's not tied to the email subwindow - I've now configured evolution to send the email with a delay, and the freeze happens when the email is actually being sent, not when clicking the "send" button in the email compose subwindow. I  guess the visual glitch might have been a timing coincidence between the animation of the subwindow and the freezing of the panel.
