STEPS TO REPRODUCE
1. copy a big file to a removable device (I used a usb flash drive and Arch Linux ISO image - 682 MiB - in my test)
2. abort (via Plasma notification) file copy when the progress bar reaches ~50%
3. wait ~1 minute and remove your device via "Safely remove" option of Dolphin
4. unplug and re-plug your device
5. open your device with Dolphin

OBSERVED RESULT
incomplete file used in the step 1 is present in your device

EXPECTED RESULT
no incomplete file

Cannot reproduce either on Arch (Plasma 5.25 beta) or neon unstable.
