SUMMARY
The widget explorer sidebar simply will not open if you have restarted plasmashell with plasmashell --replace. Clicking "Add widgets" in a panel's or desktop's right click menu or using the keyboard shortcut does nothing at all in that case. You have to log out and log back in again to be able to open it again.

STEPS TO REPRODUCE
1. In a fresh Plasma session, open the widget explorer sidebar: It works as expected
2. Now run "plasmashell --replace" in KRunner or the terminal
3. Try to open the widget explorer again

OBSERVED RESULT
The widget explorer won't open after restarting plasmashell until you log out and log back in again or reboot

EXPECTED RESULT
The widget explorer should open normally even after plasmashell has been restarted
