1. Start either Dolphin or Kate

OBSERVED RESULT No File menu when first started


EXPECTED RESULT File mnu should be displayed on startup

Once Dolphin or Kate have run for the first time and the  menu has been displayed with Ctl-M, the problem does not recur.  But for someone running Kate or Dolphin for the first time, the lack of a menu is very disconcerting since it isn't obvious what to do about it. The repair is obvious and probably very easy; make sure these programs open up in the correct state the first time they are run.  Other KDE programs might have the same problem.
