Because KWin installs WindowActionInputFilter in wayland session. But the filter ignores the option.

The expected behavior should be set in Window Actions.

Hi, how should we exactly do this in that actions, I tried a couple of this, but none of them worked.

I just tried to change the settings and it still worked. Choose "Activate"/"Activate and pass click" in Left click.

"Window activation policy: Click to focus.
Focus stealing prevention: None.
Raising windows: Click raises active window - Checked.
Inactive Inner Window Actions:
Left click: Activate and pass click."
With these options, when I try to open a second pdf document, okular's window is not raised and document is opening in the background with a new tab. Same is true also when I try to open a link from thunderbird in a web browser.
I can provide anything you want about my system, I do not have any guesses about why this option is not working.

That's a different bug then. I can also reproduce it.

Hım, so there has to be a some configuration then raising windows with clicking works. Could you please share the options  that you use?  I post the bug tomorrow.
