Hmm, I've never seen this myself, and I admit I can't notice it in your screen recording, either.
the first time I press alt+tab, the video pauses for a short while. but I agree that it's not clear on the recording. If you look at the place where the pressed keys are displayed, you will see that the fade in and fade out effect is interrupted during the lag of loading the task switcher (most noticeable at 00:04 and 00:23). Playing the video at a slower speed makes this very clear.
I can reproduce on neon unstable when by triggering Large Icons task switcher for the first time after login. The lag is greater on Wayland. Operating System: KDE neon Unstable Edition KDE Plasma Version: 5.23.80 KDE Frameworks Version: 5.88.0 Qt Version: 5.15.3 Graphics Platform: Wayland
Possibly related: also there is a lag when I switch virtual desktop for the first time after login by clicking on Pager widget placed on Plasma panel.
