SUMMARY

when positioning windows in a certain way parts of the titlebar are flickering

STEPS TO REPRODUCE
1. open 2 windows of librefox(i assume firefox works as well)
2. in one of them open an animated gif (eg: https://www.redditstatic.com/gold/awards/icon/Illuminati_48.png)
3. open a third application and place it so that the titlebar is over the position where the animated gif is displayed in the browser window.
4. layer the windows in the following order from bottom to top. librefox with gif, random librefox page, thrid application

OBSERVED RESULT

the flicker appears to be timed randomly

EXPECTED RESULT

no flicker
