STEPS TO REPRODUCE
1.  login
2. wiat for desktop to fully write
3. icons then shift 8cm to the right

I have noticed this has happened ONLY on opensuse 15.3 machines running kde plasma.

I have some machines that are 15.3 that this does not happen on and found the following differences on the machines that DO have this issue:

1-flatpack is installed
2-flathub for runescape nxt client is installed
3-when runescape is running, cube effect does not take place
4-when flathub runescape is uninstalled (from prompt) - icons still move

The issue of icons *re-arranging* themselves after the panel appears has been fixed since Plasma 5.26 I believe. Another part of the issue is that all the icons as a group can still *shift* up, down, left, or right (without re-arranging themselves) after the panel appears; this is Bug 458007 which is still an issue.
