If you open a window, can it appear over the black area?

Yes, windows would appear over the black part, the mouse was functional in the black part and would interact with other windows on that region of the screen.
In fact, the problem has more or less disappeared for now after something more or less mysterious. I was playing with the display configurations of the screen, changing the resolution to some nonsensical values and back, and when I looked at the desktop the background picture was covering the whole screen perfectly and I was able to interact with the whole desktop widgets. I will (try to find how to) mark it as solved but if you need more info about the bug let me know (I cannot replicate it)
