3. CHOOSE KEYBOARD

attached are a few screenshott. I hope they help.

130106(2) shows the keyboard Ikon. If you open it no keyboards are 
shown.. You cannot choose a keyboard.  The ARROW keys (left- 
right, up and down, don't work, making the programme useless.

This looks like a broken installation, there should be at least four entries, keyboard translator schemes, in the dialog you posted a screenshot of.
