This is a new bug to track 438839, which apparently hasn't been fixed, according to comments. Normally, I would mark that bug as re-opened, but David Edmundson specifically requested to create a new bug with new logs if there are still issues.
I'm having this issue with Plasma Wayland 5.23.2 on Arch Linux. Turning the screen off, and back on again with the button on the back makes plasmashell, konsole, dolphin and other kde apps crash. I'm having the same issue with Plasma 5.23.2 on Wayland. Can confirm is an issue on 5.23.2 for me as well.
