Incorrectly sized and fragmented mouse cursor

SUMMARY
Cursor fragments when hovering over titlebars and when performing certain actions, such as clicking and dragging at the sides and corners of windows, or dragging them both by dragging using the titlebar and using a grab shortcut such as Meta+Click.


STEPS TO REPRODUCE
1. Move mouse cursor over window with a titlebar
2. Cursor will appear fragmented as if scaled incorrectly
3. Perform action such as dragging at a window to resize, or using Meta+LeftClick to move a window
4. Cursor will appear fragmented in the same fashion.

OBSERVED RESULT
Cursor appears fragmented as if it is being scaled incorrectly.


EXPECTED RESULT
Cursor size and appearance looks the same as it would on X11.

Linux/KDE Plasma: 5.14.14-arch1-1 (64bit)

KDE Plasma Version: 5.23.2

ADDITIONAL INFORMATION
View attached screenshot for visual. I was unable to get a screenshot of the cursor when performing actions such as dragging, resizing, etc, but it looks similar for each of the cursors during those actions.
