STEPS TO REPRODUCE
1. start Virtual Desktops KCM with 1 virtual desktop and 1 row
2. change to 2 rows and 4 virtual desktops
3. close System Settings (apply/discard dialog shows up)
4. click on 'Apply' button

OBSERVED RESULT
System Settings applied 1 row and 3 virtual desktops
Please watch the attached screen recording.

EXPECTED RESULT
System Settings should apply the changes done in the step 2 (2 rows and 4 virtual desktops).
