A screenshot of my two monitors while this is occuring.

SUMMARY

The monitor that is black in the attachment is my primary monitor, and it should have the same background image as the secondary. It should also have icons on it, but it doesn't (clicking where they should be has no effect). Other than this the screen is functional, I can drag windows on and off of it, etc. Transparent windows show a black background behind them when on it. Right clicking it has no effect.

I can fix it by running this command: 

kquitapp5 plasmashell && kstart5 plasmashell

Also, it will not always happen. I'd say the bug occurs maybe 90% of the time, and I haven't been able to find a pattern.

STEPS TO REPRODUCE
1.Start computer, log in, it's there.

That log is basically empty.

Can you see if: journalctl --user -b 0 has anything?

This bug was reported against an outdated version of KWin. We have made many changes since the. 
If the issue persists in newer versions can you reopen the bug report updating the version number.
