SUMMARY
When using Plasma Wayland session, turning off the monitor via it's power button, then turning it on again at a later time (regardless of time waited) causes the taskbars/wallpapers to disappear, running plasmashell brings it back.

STEPS TO REPRODUCE
1. Log into Plasma Wayland
2. Turn off the monitor
3. Turn monitor back on

OBSERVED RESULT

Wallpaper and taskbar disappear

EXPECTED RESULT

Desktop to reappear as though monitor was never turned off

ADDITIONAL INFORMATION

This is not a new bug, I've observed it as early as 5.21 when I first started using Plasma Wayland full time on my desktop.
