SUMMARY
On Plasma 5.23 and 5.23.1, changing the animation speed has no effect. The animation speed stays the same no matter what. Tested on Wayland, not tested on X11.

Ran into this behavior in an earlier version of KDE, it may be due to a hardcoded value in ~/.config/kwinrc.

This manual edit worked in my case:
