SUMMARY

Unable to control volume and brightness when context menu is active

STEPS TO REPRODUCE
1. Activate a context menu by right-clicking on a taskbar program, file/folder in dolphin, somewhere in the start menu (or wherever). 
2. Try to control volume or brightness with volume or brightness keys on a keyboard that has them.

OBSERVED RESULT

It doesn't change the brightness or volume.

EXPECTED RESULT

Changed brightness or volume levels

I see this has been reported before after a bit of searching, apparently this is a limitation of X11 ?

Although this is not with function keys but with dedicated keys for controlling brightness and volume.

Yup, this is an unfixable problem in X11. It's already both fixable and fixed in the Wayland session. One of the reasons why Wayland was created was to be able to fix bugs like these. :)
