SUMMARY
The 'Activities' context menu simply displays 'Loading' after using it once. 

STEPS TO REPRODUCE
1. Right click on a file or folder and click on the 'Activities' section of the context menu.
2. Click on either one of the activities or just click outside of the menu
3. Right click again on a different file or folder and open the activity menus

OBSERVED RESULT
The submenu for Activities just shows the word 'Loading...'

EXPECTED RESULT
The submenu would give one the option to link a file to a specified activity

ADDITIONAL INFORMATION
By restarting the dolphin app, you can see the menu one more time before just being presented with the Loading menu.

I also see this in KDE Neon User Edition, 100% repeatable
