SUMMARY
Using the "Save Tags to Folder" button in the resource manager saves in-built tags and imported tags, but not manually added tags.

STEPS TO REPRODUCE
1. Add one or several tags manually to any existing resource
2. Open the Resource Manager
3. Click "Save Tags to Folder"

OBSERVED RESULT
Tag files are saved in the resource folder for all the tags built into Krita and all the tags added by bundles, but not for the manually added tags.

EXPECTED RESULT
Manually added tags should also be saved.

SOFTWARE/OS VERSIONS
Windows: 10 x64 Pro v19043.1237

ADDITIONAL INFORMATION
Last tested with nightly build 45ea10672e (Oct 9, 2021).
