The disply settings window is not visible on small sized screens (e.g. 640x480)

STEPS TO REPRODUCE
1. ensure having a display size of 640x480
2. open display settings
3. try to press "Apply" button

OBSERVED RESULT
Not all GUI elements are accessible

EXPECTED RESULT
Window size flexible enough to see all control elements
