SUMMARY
Systemd released version 249, which introduces a new update method using A/B partition schemes.  KDE should work on using it (though it sounds like an OS-level feature, so KDE probably can't support it allone, but needs an OS supporting it.

Is this something that KDE can do even? It seems like the kind of thing that should be supported by PackageKit back-ends.

This is not something the KDE team has to do
