The attached popup comes up and the other browsers open fine, this happened after the last update. I think this may be another bug related to Bug 442636 which (due to a change in KDE Frameworks 5.86.0) causes Konqueror to open web pages (but also man, info and help pages) in an external program rahter than doing it itself. If I'm right, the error message you see is not produced by Konqueror itself but by the KIO framework, which tries to launch seamonkey and fails for some reason (I guess you already checked that '/home/dan/seamonkey/seamonkey' actually exists and can be launched). Do you get this behavior if you enter the address in the location bar?
I had Seamonkey installed there originally then renamed it to OLD_seamonkey 12/20/20 and installed it through Add/Remove software, if I copy and paste /home/dan/seamonkey/seamonkey, into Konqueror what I call the link bar, The requested operation could not be completed File or Folder Does Not Exist. Are you completely sure that the seamonkey executable is there and can be executed? I just tried putting /usr/bin/kate in the location bar and, after asking me whether I really want to execute the file, it correctly launches the program. Could you please check that running /home/dan/seamonkey/seamonkey from the command line works?

If I copy and paste /usr/bin/kate, kate opens. works correct! no error popup. Copy and paste /home/dan/seamonkeyseamonky it's not there because it's not. works correct! just file not found. If I click on the Google link or any other I get the error but Google opens behind the error popup. Wrong! If I click on the Home link, I get the error but kde.org opens behind the error popup. wrong! And Seamonkey is installed in /usr/bin.
