SUMMARY

When using the Wayland session, the dashboard is displayed behind the panel.

STEPS TO REPRODUCE
1. Start a Wayland session
2. Add a panel to the desktop (or use the default one)
3. Open the application Dashboard
4. Notice how the panel stays above the dashboard

OBSERVED RESULT

Panels stay above the application dashboard on Wayland.

EXPECTED RESULT

The application dashboard should be displayed above any panel on Wayland, as it does on X11.
