SUMMARY
This creates an inconsistency because all of the other KDE apps have these options under the Help (e.g. Dolphin).

This will help to make the menu less cluttered. 5.23 will have Settings own settings in the hamburger menu. Also, if the "highlight changed settings" be moved in the hamburger menu (https://bugs.kde.org/show_bug.cgi?id=442871), the "Report Bug", "About System Settings" and "About KDE" to a "Help" might make the menu too cluttered.
