STEPS TO REPRODUCE
1. open Display Configuration
2. change display scale from 100% to 150%
3. apply the change
4. change display scale from 150% to 125%
5. apply the change

OBSERVED RESULT
my desktop looks what we can in the attached screenshot

EXPECTED RESULT
properly scaled desktop

ADDITIONAL INFORMATION
restarting Plasma with 'plasmashell --replace' fixes my desktop.

I can reproduce on Plasma 5.24 beta.

I could not reproduce on master.
Screen management has been significantly cleaned up in 5.25.  Can you confirm if it's still an issue?

I'm unable to reproduce on Arch (Plasma 5.24.5) and neon unstable.
