SUMMARY
I am using the SmartER video wallpaper plugin which is why I noticed the issue but it is present when using the default wallpaper plugins as well. 

Because I am using a large video file as my wallpaper I switch it out to slideshow so that I could put my computer to sleep (it takes a long time to go to sleep if I don't). The problem is that after a few days of doing this my ram usage becomes extremely high. This memory is freed immediately if I restart KDE.

STEPS TO REPRODUCE
1. Check the amount of ram that is being used.
2. Set wallpaper to one of the options that is not in use.
3. Change it back to the initial option.
4. Repeat several times to increase the effect.
5. Check the amount of ram that is now being used.

OBSERVED RESULT

Ram usage increased.

EXPECTED RESULT

Ram usage stays the same.
