SUMMARY

24 hour time in iso format is not possible to display

STEPS TO REPRODUCE
1. open Dolphin > Menu > Settings > Configure Dolphin > View Modes > Details
2.

OBSERVED RESULT
 only have "Relative (eg 30 minutes ago)" or "Absolute (eg 13/9/31 3:56PM)"

EXPECTED RESULT
no setting to have Absolute time eg 13/09/31 15:56:00

FYI: the "Absolute" date style uses the short date format for your region as configured in System Settings > Regional Settings > Formats.  The time format you suggest is provided by the "Default (C)" option.

It all fell into place after editing /etc/env.d/02locale and adding LC_TIME="C"
and restarted the system
