I can reproduce this problem on the System Monitor Widget with Plasma version 5.25.1. Was just about to make a bug report about it, but it seems like it already existed. I think that this is not really a bug. A change have been made and if you select to launch "system monitor" plasma-systemmonitor is launched. KSysGuard is not launched anymore. They are different applications. If you try to perform these actions without having "plasma-systemmonitor" installed you get "could not prompt the user for which application to start" message. But if you install "plasma-systemmonitor" on your computer... it will be lauched successfully every time it is requested from any widget.
