SUMMARY
I have vertical panel. Digital Clock is placed on very bottom. I wanted to rearrange a bit the widgets on my Panel, so tried to move Digital Clock on top of the panel. In result I was very surprised because Digital Clock just disappeared when mouse cursor was over Task Manager. The same happened when I moved System Tray widget, which was placed also on bottom.
Notice that underneath the Panel was nothing, I moved it from left to right edge of screen. This disappearing was very confused.
I noticed, that when I want to rearrange widgets on Panel I need to just move Task Manager widget. Only in this case other widgets just jumps on Task Manager.
To back to the previous situation I needed to drag and drop lost widgets taking them from Widgets side bar.

STEPS TO REPRODUCE
1. Set panel as right side
2. Add to the panel (counting from bottom) Digital Clock, System Tray, Task Manager, Application launcher
3. Turn on "Edit Panel"
4. Try to move Digital Clock on top

OBSERVED RESULT
Digital Clock disappears

EXPECTED RESULT
Digital Clock should try to jump on Task Manger and don't lost

Did it move to a different panel position and its contents disappeared, or was the widget itself gone? As in, while in panel edit mode, you couldn't hover over it to see its name at all?

Can you attach a screenshot or a screen recording that shows the issue?

At time I experienced this the widget itself gone after I moved it in TaskBar direction.
Today I tested it again and wasn't able to reproduce, so maybe some update helped.
