Konsole window after editing the toolbar and applying settings. Menubar is not in the correct order.

SUMMARY
Editing the toolbar (Main or Session) and choosing Apply causes the menubar to rearrange like so:
File | Edit | View | Settings | Bookmarks | Plugins | Help

STEPS TO REPRODUCE
1. Start with default toolbar
2. Open the "Configure Toolbars" dialog
3. Edit the toolbars (add/remove items, change/hide text, change icon, etc.)
4. Press apply

OBSERVED RESULT
The menubar is rearranged

EXPECTED RESULT
Menubar should not rearrange.

Linux/KDE Plasma: openSUSE Tumbleweed 20210904
KDE Plasma Version: 5.22.5
KDE Frameworks Version: 5.85.0
Qt Version: 5.15.2

ADDITIONAL INFORMATION
The menus in the menubar open the correct menu, i.e. it's not just the labels that have been rearranged but the actual menus.
Restarting Konsole fixes the menu.
