SUMMARY

Copying arabic and hebrew text strings from Okular to paste it in another program makes them reversed and garbled. Changing LTR settings doesn't help.
I've tested this with Foxit PDF Reader and it worked OK.  


STEPS TO REPRODUCE
1. select and copy to clipboard arabic or hebrew text in Okular, for example
אשר, האיש—אשר לא הלך, בעצת רשעים
ال َق ِدي ْ 


2. paste it to Libre Office or Google Docs

OBSERVED RESULT

you're getting something like 
םיעשר תצעב ,ךלה אל רשא—שיאה ,רשא
ر ْ يِ دق َ لا

(yeah, in Arabic its really horrible :D)

EXPECTED RESULT

it should keep correct LTR flow:
אשר, האיש—אשר לא הלך, בעצת רשעים
ال َق ِدي ْ
