SUMMARY Transform operations always behave as if the anchor point was in the default location. STEPS TO REPRODUCE 1. Draw a straight line 2. Activate transform tool 3. Move anchor point 4. Do any other operation, such as scale, rotate, etc. 5. See that it doesn't move in respect to the anchor point OBSERVED RESULT The move and scale operations work as if the anchor was in the middle. EXPECTED RESULT I'd expect that the anchor point would actually have an effect in the transformations. SOFTWARE/OS VERSIONS Linux: Fedora 34

It appears you have "Transform around pivot point" disabled. It's the anchor icon in the Transform tool options. Alternatively you can hold Alt. Does enabling it or holding Alt solve your problem?
