SUMMARY
It seems that since Krita 4.2.0, the first pen stroke on the canvas after the user drags a layer in the layers docker is prevented. This does not occur with the mouse.

STEPS TO REPRODUCE
All steps must be performed with a stylus to reproduce, including dragging the layer.
1. Drag any layer in the Layers docker. The layer doesn't necessarily have to be moved to a new spot, all that seems to matter is it's dragged enough for a drag preview to show up.
2. Make one stroke on the canvas.

OBSERVED RESULT
The stroke doesn't show up. The bug still occurs even when drawing a mouse stroke before the pen stroke.

EXPECTED RESULT
The first stroke after dragging a layer should appear.

I cannot reproduce this with my own build or with the 5.0b1 appimage.

It seems it only occurs when Kinetic Scrolling is disabled.

Hm, no, that didn't do the trick for me either. I'm testing with a Wacom Intuos 3.

I'm sorry, I was mistaking the cause after going down all the options, the problem is actually disabling Touch Painting, and Krita has to be restarted after you disable it for the bug to be reproduced.

For further reference if necessary, I have everything in General -> Tools disabled.
